At the forefront of his proposals is a reform of the Electoral College system, which has been a subject of controversy since the 2000 presidential election. Biden also suggested expanding the Supreme Court to 13 justices, mirroring the number of federal district courts, in an effort to balance the power of the judiciary. Additionally, he expressed support for granting statehood to Puerto Rico and Washington D.C., a move that would grant both territories a voice in Congress and potentially shift the balance of power in the country.
“We need to revisit the Electoral College. We need to revisit the point of expanding the court, to 13 justices like we have 13 district courts. We need to revisit, if they so want, statehood for Puerto Rico and D.C.,” the former vice president argued.
